Justice Ranjit Vasantrao More, the Chairman of the Central Administrative Tribunal (CAT), recently met Union Minister Dr. Jitendra Singh to discuss significant reforms aimed at enhancing administrative justice. This dialogue highlighted the Tribunal’s impressive case disposal rate of over 93% since it began adjudicating cases in India.
Justice More emphasized that the Tribunal has managed to dispose of more than 9.32 lakh cases out of over 10 lakh received, demonstrating its commitment to efficiency and transparency. This accomplishment aligns with the government’s objective to improve public service delivery and strengthen institutional capacity.
Dr. Singh lauded the initiatives taken under Prime Minister Narendra Modi’s leadership, which focus on enhancing transparency, efficiency, and accountability within public institutions. He underscored the critical role of administrative justice in promoting good governance and ensuring government employees can easily access essential services.
The Minister pointed out that reforms in public institutions have significantly transformed service delivery by leveraging technology and simplifying processes. Enhanced digital platforms expedite service provision, enhance accountability, and minimize procedural delays, fostering responsive governance.
Dr. Singh acknowledged CAT’s expansion of its digital ecosystem, noting that the establishment of new Benches at Jammu and Srinagar, along with Circuit Sittings in regions like Puducherry and Kargil, brought administrative justice closer to citizens. This initiative significantly benefits government employees operating from remote and underserved regions.
Continued improvement in case disposal and modernization of judicial processes reflect the principles behind the reforms driven by technological advancements. Dr. Singh stated that institutional reforms yield the best outcomes when they produce measurable results, and the steady decline in pending cases speaks volumes about CAT’s efficient functioning.
During the meeting, Justice More detailed CAT’s implementation of the Advanced Case Information System (ACIS), which now offers various digital services, including e-filing, virtual hearings, and online notifications. This suite of tools ensures a paperless court environment and enhances the overall user experience.
Dr. Jitendra Singh remarked that the initiatives align with the Government’s vision for a Digital India, which emphasizes accessibility and responsiveness. By adopting digital solutions, institutions can better serve the public, ensuring they remain transparent and accountable.
Additionally, Justice More highlighted the successful rollout of e-Office at all Benches and the onboarding of staff on the electronic Human Resource Management System (e-HRMS), facilitating smooth and efficient operations. The integration of digital processes in handling pension cases through the Bhavishya Portal further illustrates CAT’s commitment to reform.
Looking ahead, Dr. Jitendra Singh reaffirmed the Government’s dedication to supporting reforms that reinforce institutional frameworks, promote service efficiency, and enhance citizen-centric governance.
