ARTO Kishtwar Enforces Strict Entry Rules: Only Genuine Applicants Allowed Amid Push for Online Services

The Office of the Assistant Regional Transport Officer  Kishtwar Tasleem Wani has issued a circular to regulate public visits to the ARTO office, Fitness Ground, and Trial Test Ground. The circular, issued under No. ARTO/PTS/25-26, highlights the growing concern over frequent visits by individuals who are not actual applicants, causing unnecessary crowding despite the availability of online services. The circular emphasizes that all services related to the Transport Department are being provided exclusively through online platforms — Vahan and Saarthi — under the Ministry of Road Transport & Highways. It clearly states that only actual applicants will be permitted to visit the office for any service-related work or grievance redressal. Presence of unauthorized individuals will not be entertained.
Key directives of the circular states that Officers and staff must not interact with persons who have no direct and legitimate concern with the service, all services should be rendered solely through online platforms as mandated, strict implementation of these instructions is required in letter and spirit. Besides these the circular states that any deviation or non-compliance will lead to disciplinary action as per rules. The circular comes into effect immediately aiming to streamline operations and ensure better service delivery.
