Sub: Show cause notice for absenteeism and mismanaging school affair.
Whereas, various complaints have been received by this office from various quarters regarding absenteeism of teachers in schools and regarding other school affairs (MDM, Free Supply of Text Book, maintenance of school record and Poor academic performance of children). In order to inculcate the work culture in Zone Inderwal, beside to ensure punctuality of teaching officials in institutions, the undersigned paid surprise visit in various schools and found following irregularities: –
MS NAIDGAM.
During the surprise visit in school on 19-03-2025 at 10.03AM, it was seen that school was closed and the students were wondering outside of school premises on the mercy of God, all the teachers posted there reached in school after 10. 03AM except Shayesta Anjum Matto Teacher Gr.II who is unauthorizedly absent from duties w.e.f 07-03-2025 to 24-03-2025 as per attendance statement submitted by the HOI of School vide No. 119/HM/MS/N/2025 Dated. 24-03-2025. The public also complained that teachers posted in MS Naidgam are habitual of not attending their duties in time. It has been further observed while verifying the facts regarding MDM from the local inhabitants residing in and around the school premise whose wards are enrolled in school, it has been intimated that quality Cooked Mid-Day Meal is not being served regularly to the enrolled students resultant huge lost to Govt. exchequer. Also, no time table has been framed despite clear cut directions from this office, also no cash book and other record found present in school, Moreover, it has been further observed by the undersigned while interacting with the students the quality of education and performance of students is impecunious and not up to the mark.
In view of the above facts and before proceedings with recommendations to initiate appropriate action under Rule 31 (1) of Jammu and Kashmir Civil Services (Classification Control and Appeal) Rules 1956, all the teachers posted in MS Naidgam are hereby directed to explain their position that why action warranted under rule shall not be initiated against all of you. The concrete reply alongwith justified and supporting documents must reach this office within two days positively, failing which it shall be presumed that you have nothing to say in your defense. Moreover, the salary of Yasir Rashied Teacher Gr. II, who is HOI of school and Shayesta Anjum Tr.Gr.ll shall remain withheld for the month of March 2025 onwards for mismanaging the all the school affairs till further orde
