On October 29, the Jammu and Kashmir Legislative Assembly will discuss seven Private Members’ Resolutions drawn from 55 submitted by legislators. The highest representatives selected include members from the Bharatiya Janata Party (BJP), National Conference (NC), Congress, and an Independent legislator.
The BJP leads with three resolutions, while NC has two, and one each comes from Congress and the Independent camp. The discussions arise amid the ongoing autumn session of the Jammu and Kashmir Legislature.
Among the highlighted issues, two resolutions specifically address the urgent needs for relief and rehabilitation for families impacted by recent flash floods and landslides. Another resolution advocates for the regularization of daily wagers in various government departments.
BJP MLA Pawan Kumar Gupta from Udhampur West proposed an urgent resolution to aid victims of the disasters. His resolution calls on the government to activate relief efforts and seek assistance from the Union Government via the National Disaster Relief Fund (NDRF). He stated, “This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families.”
Gupta’s resolution is listed as Serial No. 3 among the submitted matters. Similarly, another BJP resolution from Balwant Singh Mankotia of Chenani recommends allocating 10 marlas of land to families who lost their properties in the devastating flash floods of August 2025.
His proposal reads, “This House resolves that 10 marlas of land be allotted for construction of residential houses and cattle sheds for affected families.” This resolution has been assigned Serial No. 7.
Also noteworthy is a resolution by NC MLA Ajaz Jan from Poonch, focusing on regularizing daily wagers in government departments. The resolution, at Serial No. 6, seeks to establish criteria for regularization based on service duration and performance.
In addition, Dr. Syed Bashir Ahmed Shah (Veeri) from NC has proposed a resolution aimed at creating youth employment opportunities. This initiative emphasizes the promotion of agro-based industries as a means to drive sustainable job growth.
Leading the proposals at Serial No. 1 is Congress MLA Nizam-ud-Din Bhat, who advocates for the establishment of a National Law University in Srinagar. He urged the assembly to “initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay, as funds for the first phase have already been provided.”
Another impactful resolution comes from BJP MLA Rajeev Kumar Bhagat of Bishnah. Listed at Serial No. 4, it calls for revitalizing the irrigation infrastructure across Jammu and Kashmir. The resolution stresses restoring canal networks and ensuring dependable irrigation for farmland.
An Independent MLA from Thannamandi, representing Rajouri district, put forth a resolution focused on implementing Jammu and Kashmir Panchayati Raj Rules. His resolution, found at Serial No. 5, emphasizes adhering to regulatory measures that prevent contractors from executing tasks beyond ₹3 lakh without Halqa Panchayat involvement.
The assembly convened on October 23, initially taking up obituary references. Following a recess from October 24 to 26, it will resume on October 29 to address these critical resolutions. The current session is set to conclude on Friday.
Interestingly, none of the People’s Democratic Party (PDP) MLAs had their resolutions selected in this round, highlighting the competitive nature of the legislative process.
