Education Officials Issue Show Cause Notice to School Head for Unauthorized Absence and Mismanagement
INDERWAL, KISHTWAR, JAMMU AND KASHMIR (UT) – March 22, 2025 – The Zonal Education Officer (ZEO) of Inderwal has issued a show cause notice to Mr. Khurshid Ahmad Qazi, Head of Institution (HOI) at Middle School Loidhar, citing unauthorized absence from duty and mismanagement of school affairs.
According to the notice, bearing number ZEO/I/2025/4891-94 and dated March 22, 2025, Mr. Qazi has been absent from his duties from March 19, 2025, to March 22, 2025. The ZEO’s office, after reviewing the JK Smart Attendance Portal and a report provided by Teacher Shagufta Parveen, confirmed the absence. Additionally, another teacher, Mr. Siraj ud Din (RRET), was found absent on March 22, 2025.
The notice highlights the seriousness of the situation, stating that Mr. Qazi’s “continuous unauthorized absence from school duties and being HOI of School mismanaging the school affairs, which shows your lackadaisical approach and unacceptable behavior in the larger interest of students thus putting huge loss in studies of students.”
The ZEO emphasized the crucial role teachers play in shaping students’ lives and the detrimental impact of lost teaching time on the entire community.
In light of these findings, Mr. Qazi has been directed to provide a written explanation within three days as to why disciplinary action, as per Rule 31 of the Jammu & Kashmir Civil Service (Classification, Control and Appeal Rule 1956), should not be initiated against him. His salary for March 2025 will be withheld pending the outcome of the inquiry.
The notice also indicates that failure to respond within the stipulated time will result in the assumption that Mr. Qazi has no defense to offer.
Copies of the notice have been forwarded to the Chief Education Officer, Kishtwar, for informational purposes and to the Accounts Section of the ZEO’s office for necessary action.
